I always tense up but yeah - equip a gernade so you run fast and then quickly just go to the power room (you can go back and get supplies after he dies)then flip the power switch and quickly run to the shutter. By then he pops up and just run past him - dont worry about him attatcking - if he does it has a chance of being a real time dodge - quickly tip the nitrogen over and its a good idea to buy the rocket launcher - then just step back and fire at him!
